The agricultural association is an essential governmental institution for the rural communities in Egypt. Its role incudes providing the farmers who own lands with the needed agricultural supplies with affordable prices for local farmers. Kafr lebs was not having its own agricultural association, so the farmers had to receive their supplies from the association of the neighboring village (Nazlet Asmant) which was not satisfying, as the farmers were receiving these supplies delayed with high cost beside the transportation fees they had to pay, and sometimes they were not even receiving them at all as the priority goes for the farmers of Nazlet Asmant. Kafr lebs farmers dreamt about having their own agricultural association with a fertilizers-warehouse to achieve self-sufficiency and to benefit from what is provided by the government. But, the farmers were not having a piece of land to build the association on which was the only condition for establishing it, so they discussed their problem with the manager of the central agricultural association and the rural committee whom scanned the area until they found a piece of land suitable for the establishment of the association and the warehouse. This land belonged to the irrigation authority of El-Minia governorate, however, there was one of the farmers who took it over. The local community leaders make many negotiations with the irrigation authority until they agreed to allocate this land for the agricultural association but they told the farmers that they could give them this land only if they started to build on the same day of the offset property. That pushed the rural committee members and the leaders of the agricultural association to gather in an urgent meeting to put a plan for the upcoming period and how to motivate the rural society and the farmers to complete building the association. At the end of the meeting, the come up with a decision to put some guidelines to follow: first, the formation of a committee of 10 individuals to supervise on the local contribution collection and those 10 individuals will contribute with 5000 Egyptian pounds per person to begin immediately in building the association and then they will refund it. Second, they agreed to collect a local contribution from the farmers of 20 Egyptian Pounds per carat. Third, they wanted to find someone who will support them with the rest of the cost, so BLESS decided to contribute also. This committee, the local leaders and the farmers cooperated hand in hand to build the association as they contacted the engineer immediately to take measurements and calculate the cost and began in putting the base and pillars of the building. The actual success is not about finding a piece of land to build the association on but it is reflected in how the people gather, and how they have the ability to be self-organized to claim for their rights and for sure they will be able to do this again and again whenever they face any problem.
